Captain Walker is a retired oil tanker master and independent marine surveyor specializing in casualty investigations, inspection readiness, and maritime compliance. He is also retained as an expert witness by admiralty law firms, providing technical analysis and testimony in maritime incident cases.
Prior to coming ashore, he spent more than two decades sailing as Master with Maersk Line, Limited, commanding oil tankers and U.S. government special mission vessels worldwide. His career included multiple commendations, including the Maersk Constant Care Award and another for rescuing a disabled yacht and its crew.
Captain Walker has lectured at the U.S. Maritime Resource Center in Middletown, Rhode Island and the Global Maritime and Transportation School at the United States Merchant Marine Academy in Kings Point, New York. His instruction has covered bridge resource management, ship handling, tanker operations, and maritime security, including counter-piracy and counter-terrorism. Audiences have included senior deck officers, harbor pilots, NOAA Corps officers, Military Sealift Command leadership, and U.S. State Department personnel.
A 1979 graduate of the State University of New York Maritime College, he participated (B-Team) in the 1980 America’s Cup defense campaign under Dennis Conner. He resides in Newport, Rhode Island, and serves on the board of RhodySquash.
